    Where can I find history of most recent bid awards to understand pricing information for bidding purposes?

    Information concerning previous winning bids is provided on the Documents page of our Web site under "Results and Board Approvals". Alternatively, you may consult our Announcements page and read the announcements concerning the BPU approval of the results of each round of bids. These announcements and documents provide information concerning the average winning bid price and the lowest winning bid price in each solicitation.

  • FAQ-198:
    Where can I find the timeline for the solicitations in RPS Year 2011-2012?

    The Board has approved the following three further Bid Dates for 2011: June 10, September 2, and December 2. The Calendar on our Web site provides the key dates for the solicitation with Bids due on June 10, 2011. The Solicitation Manager has posted a calendar with tentative dates for the other two solicitations planned for 2011 on the Documents page of the Web site.

  • FAQ-196:
    Appendix C to the SREC PSA (“Host acknowledgement and Certification”) references an "Agreement" that does not appear to exist at the time the Appendix C is required to be executed by the Host. Please explain what is referenced as the Agreement.

    All Proponents who receive awards from the Board and enter into an SREC PSA with an EDC sign the exact same contract. The Agreement to which Appendix C refers is on the Documents page of our web site as Appendix 1 to the RFP (there is one SREC PSA for ACE/JCP&L, and another for RECO).

  • FAQ-195:
    Can I provide a proposal for a Project under the SREC Based Financing Program if the Project has an 'empty' meter onsite with no current electricity usage?

    Certain eligibility conditions do apply, as further specified in the RFP Rules, available on the Documents page (http://www.njedcsolar.com/documents.cfm) of our Web site. In particular, the Program requires that the Owner agree to net metering arrangements with the EDC that meet the requirements of the Board's net metering rules and any applicable tariff provisions. Without being all inclusive, in order to qualify for net metering, the expected annual generation from the solar facility must be equal to or less than the anticipated annual consumption by an end user on the premises of whom the Project is located. If the Project will not provide energy to an end-use customer but would consistently produce electricity that flowed off premises to the grid, the Project is not eligible under the Program.

    Please explain the parameters of building a 250,000 KW generation system on our family farm and any features surrounding funding for such construction.

    The SREC-Based Financing Program (""Program"") is not a loan program. Rather, each Electric Distribution Company (""EDC""), namely ACE, JCP&L, and RECO, is contracting through this Program to purchase solar Renewable Energy Certificates (""SRECs"") from solar projects. This, in turn, provides a stable revenue stream to facilitate independent financing through loans or other financing mechanisms for renewable projects development and installation. Each EDC only contracts for the purchase of SRECs for the term of the SREC Purchase and Sale Agreement, and not for energy or capacity associated with the Project.

    Certain eligibility conditions do apply, as further specified in the RFP Rules, available on the Documents page (http://www.njedcsolar.com/documents.cfm) of our Web site. In particular, no Projects greater than 2 MW will be considered. A portion (of 2 MW or less) of a Project that exceeds 2 MW in the aggregate will not be considered. Further, the Program requires that the Owner agree to net metering arrangements with the EDC that meet the requirements of the Board's net metering rules and any applicable tariff provisions. Without being all inclusive, in order to qualify for net metering, the expected annual generation from the solar facility must be equal to or less than the anticipated annual consumption by an end user on the premises of whom the Project is located. If the Project will not provide energy to an end-use customer but would consistently produce electricity that flowed off premises to the grid, the Project is not eligible under the Program.

  • FAQ-193:
    We have completed the initial application process under the NJCEP program, but would like to change our size of the Project at this time. It is our understanding that we can only change the size of the Project after the Project is constructed. We would like to indicate a size for the Project that is consistent with the size of the Project approved under the NJCEP Application. Is there a way to change the size of the Project in our NJCEP Application prior to construction?


    We agree that the size of the Project in the Proposal should be consistent with the Project Size of the approved NJCEP application.It is our understanding, however, that you may request a change in the system size from NJCEP prior to construction.Please contact the NJ Office of Clean Energy at (866) 657-6278 in this regard.

  • FAQ-192:
    I received an award in the June 2010 Solicitation but was not able to move forward at that time. What are my options now that substantial time has passed since the granting of the award?

    As part of the Qualification Materials, the Owner of the Project certifies that it accepts all the terms of the SREC Purchase and Sale Agreement (""SREC PSA"") and that the Owner will sign the SREC PSA within five (5) business days of receiving a Final Notice of Award by the EDC. If the Owner of a Successful Project does not enter into the SREC PSA within the expected timeframe, the Owner has failed to uphold a commitment made in the Qualification Materials, and the Owner will lose the cash deposit that was due fourteen (14) days after the New Jersey Board of Public Utilities' approval of the awards for the solicitation.

    The Owner of a Successful Project has the option to re-submit a Proposal for the same Successful Project in a future solicitation under the following conditions. The Owner may re-submit a Proposal for the same Successful Project at the same or at the lower price; in that case, the Owner should ask the Solicitation Manager to specify the documents that will be required to have the Project re-considered. The Owner may not re-submit a Proposal at a higher price for the same Successful Project unless: (a) the Owner of the Project provided the cash deposit for the Successful Project in the previous solicitation within the timeframe specified in Paragraph ‎1.2.20; AND (b) the period between the submission of Pricing Proposals is no less than six (6) months. Please note that a Project is the “same” Project as a previously Successful Project if the Projects are in the same location and have the same NJCEP Application Number.

    When are expression of interest and application materials due for new solar projects wanting to participate in the upcoming, Round 7 of the SREC-Based Financing Program?

    The Expression of Interest is due on June 6, 2011 although we strongly encourage all proponents to submit these materials to the Solicitation Manager as soon as possible.This will allow us to identify as a potential bidder and to provide any assistance that you may need.The Qualification Materials and Bid Proposals are due on June 10, 2011.All key dates for this upcoming solicitation are provided on the Calendar page of our Web site:http://www.njedcsolar.com/calendar.cfm. Please note that there has been a slight delay in the posting of documents and that these documents were posted on Monday, May 2, 2011.

  • FAQ-190:
    Who supplies and reads the SREC meter? Does the SREC PSA guarantee payment even if the weather is cloudy and fewer SRECs than expected?

    Under the SREC Purchase and Sale Agreement ("SREC PSA"), the owner of the project ("Owner") agrees that the EDC will install, own, and maintain an EDC kilowatt-hour meter (the "SREC Meter"). The SREC meter is the only meter used for registering SRECs under the SREC PSA. The EDC is responsible for monthly meter readings from the SREC Meter. The EDC will also be responsible for uploading the monthly meter readings from the SREC meter to the PJM-EIS GATS system.

    An SREC is produced for each MWh of output of the Project. As you note, the output of the Project will be variable.The SREC PSA provides a payment for each SREC produced by the Project and does not in any way guarantee payment if the Project does not produce SRECs regardless of the reason.
