  • FAQ-286:
    We are developing two projects at one location for the same host. The projects have two separate SRP numbers, and will be tied to two different EDC meters and utility company account numbers. I have read FAQ #66 and want to confirm that these are considered two separate "Projects" and, as such, we can submit a different SREC bid price for each Project. Please confirm.

    That is correct.

  • FAQ-281:
    I have received an award for my Project in a prior round. However, I did not provide a deposit or proceed to execute the contract for this Successful Project. I understand that I may re-submit my Project in this round at the same or lower price. Section 3.2.12 of the RFP Rules require us to ask the Solicitation Manager in advance of the deadline for submitting EOIs to specify the documents we will be required to submit to have the project reconsidered. Since there will be material changes to the system size and equipment used, we plan to amend all documents, including Appendix 4 and Appendix 5, to ensure that all information submitted is accurate as of the Round 8 bid date. Please verify that this is acceptable.

    This is acceptable. We would appreciate, but do not require, a cover letter from you stating that you are re-submitting your Project and summarizing the information that has changed (regarding the Project, the Owner, the Host, the Customer, and/or the Developer).

    We note that for a Successful Project under the Program, namely a Project that received an award, the restrictions of Paragraph 3.2.12 do apply. In particular, a Project that received an award in the last solicitation may be re-submitted in the current solicitation at the same or at a lower price.

  • FAQ-279:
    Can I qualify for the SREC-Based Financing Program if I do not have an REIP OR SRP number from the New Jersey Clean Energy Program?

    If you have already applied for an SRP number and have not received it yet, you may submit your Expression of Interest, due on August 29, 2011. You will receive a deficiency notice and you will have until 5 PM on September 1, the Cure Deficiency deadline, to provide your SRP number.

    However, to qualify for an award under the SREC-Based Financing Program (the “Program” for which we are the Solicitation Manager), a Project must have successfully completed the Initial Application process under the Renewable Energy Incentive Program (“REIP”) or the SREC Registration Program (“SRP”) administered by the New Jersey Clean Energy Program (“NJCEP”). We do not administer the SRP and but can refer you to the managers of that Program for further information: 1-866-NJSMART or through a web form on this page.

  • FAQ-266:
    I was unsuccessful in receiving an award for my project in a previous solicitation. What documents do I need to complete in order to bid in the upcoming solicitation?

    If your circumstances have not changed since the previous solicitation, that is, the information (about the Project, the NJCEP Application Number, the Owner, the Host, the Customer, and the Developer) is the same as previously submitted, then you are only required to re-submit three (3) originals of the Certifications and Checklist for Qualifications (provided as Appendix 5 to the RFP Rules and available electronically on our Web site) with original signatures by overnight delivery service to: Solicitation Manager, One Gateway Center, Suite 720, Newark, NJ 07102 (Phone: (973) 297-0880 and Fax: (973) 297-0246). We would appreciate, but do not require, a cover letter from you stating that you are re-submitting your Project and confirming that all information regarding the Project, the NJCEP Application Number, the Owner, the Host, the Customer, and the Developer is the same as previously submitted.

    If your circumstances have changed since the previous solicitation, then we may require information in addition to the three (3) originals of the Certifications and Checklist for Qualifications (Appendix 5 to these RFP Rules) with original signatures. The Solicitation Manager will make a determination for your particular case based on the information that has changed since the previous solicitation. We invite you to contact the Solicitation Manager by return email correspondence with a description of the circumstances that have changed so that we may determine if additional documents will be required from you.

  • FAQ-265:
    I have recently moved into a new residence, should I wait at least 12 months in order to have 12 months of electric bills to show my electric usage to participate in your Program?

    We are the Solicitation Manager for the SREC-Based Financing Program on behalf of ACE, JCP&L and RECO. There is a link between the two programs (the SRP administered by the Office of Clean Energy and the SREC-Based Financing Program administered by us). The link is that, in order to qualify to bid in the SREC-Based Financing Program, Projects must have already first obtain an NJCEP Application Number through a successful Initial Application under the SRP.

  • FAQ-256:
    Can we submit the JCP&L Part 1 Interconnection application in parallel with applying for the SREC-Based Financing Program so long as we do not apply for Part 2 until we receive an award notification?

    There are two steps to interconnection. The first step is the filing of an initial application that provides to the EDC the details of the system to be installed. A Proponent can complete the first step at any time without affecting the eligibility of the Project under the SREC-Based Financing Program (“Program”).   The second step occurs after the system is installed. At that point, an application for authorization to operate and permission to interconnect is filed. A Proponent may initiate this second step only after the Board Order on the results of the solicitation. 
     
    Interconnection documents for each EDC are provided on the Documents page.
     
    The Board Order is issued typically within a few days of the Board renders a decision on the results of the RFP. The Board is expected to render its decision on October 24, 2011 for the current solicitation (this is a change from the date of October 26, 2011 posted previously).

  • FAQ-253:
    I submitted an Initial Application to the SREC Registration Program (“SRP”) administered by the Office of Clean Energy for the previous solicitation and received my NJCEP Initial Application number. However, I did not submit a Proposal to the SREC-Based Financing Program in the previous solicitation. Can I use the NJCEP Initial Application number from last time (the project metrics have not changed) or do I have to restart the Initial Application process to the SRP for the upcoming solicitation?

    You will use the SRP number that was previously issued to you. You do not restart the NJCEP Initial Application process.

    Do I have to submit an ESFI Intent to participate form for this September 2011 solicitation?

    The ESFI intent to participate form is not a required part of the Proposal to the SREC-Based Financing Program. Please note that the EDC Solar Financing Incentive (“ESFI”) has been discontinued. More information can be found here.

    Can the Expression of Interest (EOI) be faxed in?

    The Expression of Interest form is to be submitted by email at NJSolar@nera.com. If you experience technical difficulties and you are unable to send your EOI by email, please contact the Solicitation Manager and the Solicitation Manager will provide instructions on an alternate method of submission.

  • FAQ-240:
    A final version of the Bidding form is not available on the website. What should accompany the Bid form besides Project Proposal Sheet and Host Acknowledgment & Certification?

    The Bid Form posted to the Web site is a sample and is provided for illustrative purposes only. A customized Bid Form for each Project for which you have submitted a complete Expression of Interest will be emailed to you by the Solicitation Manager.

    For Qualification Materials, the required information and documents are described in Article 4 of the document entitled RFP Rules. The forms (including the Proposal Summary Sheet and the Certifications and Checklist for Qualifications) that you will need to submit your Qualification Materials are available on the Documents (http://www.njedcsolar.com/documents.cfm) page of our Web site. The Proposal Summary Sheet is submitted by email while the rest of the Qualification Materials are submitted by overnight delivery service.
