  • FAQ-135:
    According to Section 4.1.4. of the RFP Rules, Proponent must not “request interconnection prior to the Board Order on the results of this solicitation”. Please clarify if this date refers to the date when the Board Order is issued or if this date refers to when the Board Order is no longer subject to appeal (i.e., 45 days later) and is final.

    A Proponent may request interconnection after the Board Order on the results of the solicitation is issued. The Board Order is issued typically within a few days of the Board renders a decision on the results of the RFP. The Calendar page of the RFP Web site provides the date at which Board is expected to render its decision. The Proponent is not required to wait until the Board Order becomes final.

  • FAQ-133:
    Do we need a signed contract between the Developer and the Customer in order to be approved under the Initial Application Process of the Renewable Energy Incentive Program ("REIP") or the SREC Registration Program ("SRP")?

    We are the Solicitation Manager for the SREC-Based Financing Program only while this question pertains to the Renewable Energy Incentive Program ("REIP") or the SREC Registration Program ("SRP").   • FAQ-122:
    We are developing a ground mount project which will feed into three separate meters for the same host. We have applied for three separate application numbers from the NJCEP. Are we required to submit three separate Proposals to participate in the SREC-Based Financing Program, or will one suffice?

    A given Project considered under the SREC-Based Financing Program (“Program”) is tied to a given EDC meter and to a given NJCEP Initial Application number (either under the Renewable Energy Incentive Program ("REIP") or under the SREC Registration Program ("SRP")).  Based on the information you provide, you should be submitting a separate Proposal under the Program for each of the three Projects separately.

  • FAQ-121:
    Some of our Projects are greater than 2,000 kW and some are located in the PSE&G territory.  Are we eligible to participate in the SREC-Based Financing Program?

    No projects greater than 2,000 kW will be considered. A portion (of 2,000 kW or less) of a project that exceeds 2,000 kW in the aggregate will not be considered. The size of the project is based on the DC rating of the solar system.

  • FAQ-117:
    The maximum Project size used to be 500 kW.  It is now 2,000 kW.  Can you confirm this?

    Yes.  The BPU Board Order dated January 3, 2011 changed the maximum Project size to 2,000 kW.  The Board Order can be found on the Documents page of the Web site.

  • FAQ-114:
    Do you include solar thermal (e.g., hot water system. space heating and cooling ) in your program?

    No. The New Jersey Board of Public Utilities limited this program to Solar Photovoltaic Systems that generate SRECs. Solar thermal systems are not part of the Program.

  • FAQ-108:
    According to Section 4.1.4. of the RFP Rules, Proponent must not “request interconnection prior to the Board Order on the results of this solicitation”. Our understanding is that there are two steps to interconnection. The first is filing an application which spells out what system is intended to be installed. Please clarify whether this first step can be made without violating the eligibility requirements under the Program.

    There are two steps to interconnection. As you state, the first step is the filing of an initial application that provides to the EDC the details of the system to be installed. The second step occurs after the system is installed. At that point, an application for permission to interconnect and to operate the system is filed. A Proponent can complete the first step at any time and submit its initial application. However, the Owner of a successful project must wait until after the Board Order is issued regarding the results of the solicitation under the SREC-Based Financing Program to apply for permission to interconnect and operate the system.

  • FAQ-98:
    Can we propose a series of residential or small business projects in a set amount (e.g., 250 kW), get a NJCEP number, and submit a bid using this consolidation of projects? Our intent would be to have a bid reservation with which we will go to the market to get the underlying project to fill out the reservation. Our goal would be to get a contract for a consolidated amount.

    A Proposal under the SREC-Based Financing Program is intended to be a binding bid tied to a specific site. There are no provisions in the SREC Purchase and Sale Agreement (“SREC PSA”) or in the Stipulation approved by the Board to allow for “reservations” or to allow for the replacement of one project for another. The SREC PSA and the Stipulation can be found on the Documents page of the web site.

  • FAQ-93:
    We are a residential and commercial aggregator of SRECs. We typically work with homeowners and businesses to register their systems to produce SRECs, then purchase these SRECs over the long term. Can we participate as an aggregator without building new projects?

    No. The program is designed as a financing program. It is intended to facilitate financing of new solar installations by providing an opportunity to engage in ten to fifteen year SREC contracts at a fixed price. As such, participation does require that a bidder commit to constructing a specified solar facility and to sell SRECs produced at that facility to the EDCs.

  • FAQ-91:
    Can Projects that have a CORE rebate participate in this Program?

    Projects that received or will receive a rebate from the Customer On-Site Renewable Energy (“CORE”) Program in force from 2001 to 2008 are not eligible to present a Proposal under this RFP.
