  • FAQ-25:
    The Seller plans to change the inverter and panel type. The New Jersey Clean Energy Program (“NJCEP”) approves of the change provided that the system output is similar. Please advise on how we should proceed when completing the qualification materials.

    As part of your qualification package, you will be required to submit a description of the equipment including the name of the manufacturer and you will be required to provide your completed application materials under the Renewable Energy Incentive Program (“REIP”) or the SREC Registration Program (“SRP”), including all attachments. As part of your Pricing Proposal, you will be required to provide the size of the Project. The size of the Project must be expressed in kilowatts ("kW") and must correspond to the size of the Project provided in the Initial Application process under the REIP or the SRP. If there will be a discrepancy regarding the size of the Project, please provide documentation confirming that the NJCEP has approved the change.

  • FAQ-23:
    Do we need to provide materials that we submitted to obtain our NJCEP Number?

    The Program requires a copy of the completed application materials under the REIP or the SRP, including all attachments. Please provide the EPC Agreement as you state that it was an attachment to the REIP application.

  • FAQ-22:
    I am having trouble determining my "Customer Utility Tariff Rate Schedule" for purposes of completing the Qualification Materials. Where do I find this information?

    The tariff rate schedule can be found on your electric bill. For JCP&L, the rate category is a string of letters and numbers that begins with "JC..." (e.g., JC_GS3_03F). For ACE, the "Electric Delivery Charges" section of your bill will contain your tariff rate schedule. Thus it may read, "Current charges for 29 days - Summer Rates in Effect - Residential Service" - in which case "Residential Service" would be the tariff rate schedule. For RECO, the rate category is a string of letters that begins with "ELECTRIC..." or "ELEC..." (e.g., ELECTRIC SMALL C&I GEN SERV SEC).

  • FAQ-21:
    Who should sign the certifications in the “Certifications and Checklist” included in the Qualification Package?

    The Owner of the Project should be the person signing the certifications of the "Certifications and Checklist" form, which can be found on the Documents page of the web site.

  • FAQ-19:
    My Project received an award in a previous solicitation. However, the Project did not proceed to contract. Am I able to re-submit my project during the current solicitation at a higher price?

    If a Project wins an award in a solicitation and does not proceed to contract:

    • a Pricing Proposal for the same Project may be re-submitted at the same or at a lower price in a subsequent solicitation; and
    • a Pricing Proposal for the same Project may be re-submitted at a higher price, but only if both of the following conditions are met: (a) In the solicitation in which it first received an award, the Owner of the Project provided the cash deposit for the Project within the timeframe required; and (b) the time between the submission of a Pricing Proposal that resulted in an award and the submission of a subsequent Pricing Proposal is no less than six (6) months.

    A Project is the “same” Project as a Project that previously received an award if the Projects are in the same location and have the same NJCEP Application Number.

  • FAQ-16:
    I submitted multiple Expression of Interest Forms, and received a separate Bid Form for each Project. How do I submit my Pricing Proposals?

    If you are submitting Pricing Proposals for multiple projects, you will receive a separate Bid Form for each Project, and you will be required to submit a completed Bid Form for each Project using the secure electronic file transfer system. If you provided the same email address in the Expression of Interest Forms for multiple Projects, the password to log into the file transfer system will be the same for all Projects associated with the same email address. Once logged into the file transfer system, you may transfer Bid Forms for multiple Projects at once, by simply repeating the procedure described in the instructions provided to you with your Bid Form. Please note that you must also submit a complete qualification package for each Project as well.

    I intend to submit bids for multiple Projects. Do I need to submit an Expression of Interest Form (“EOI”) for each Project?

    Yes, each Project will have a unique NJCEP Application Number, and you must submit an EOI for each one.

  • FAQ-13:
    The Appendix C (Host's Acknowledgement and Certification) reads "The undersigned is the owner of the Facility at which ____, the Seller named in the Solar Renewable Energy Certificate Purchase and Sale Agreement dated ____, 20__ with..." This form needs to be signed by the Host and submitted as part of the qualification materials. Can I confirm with you that I do not need to complete the date because the SREC Purchase and Sale Agreement (“SREC PSA”) will not have been signed when we submit the document?

    Yes, that is correct. Please submit Appendix C, leaving blank the dated portion of the following section: "... named in the Solar Renewable Energy Certificate Purchase and Sale Agreement dated ____, 20__ with...".

    The SREC PSA will be signed after the Seller is notified that the Board has approved the Seller's Pricing Proposal. According to Section 4.1.7. of the RFP Rules, "... if the Proponent becomes a Successful Proponent, the Owner of the Project will sign the SREC PSA within five (5) business days of being given a Final Notice of Award by the EDC (The EDC will give such notice no earlier than forty-five (45) days after the date of service of the Board Order, as further explained in Article 5)." The date can be filled when the SREC PSA is executed.

    Please explain the clause in Section P. 2. of the SREC PSA that states: "In the event that there is a Change in the regulatory framework and all of the foregoing conditions (a), (b) and (c) are not met, then,....". When would this clause apply?

    "In the event that there is a Change in the regulatory framework and all of the foregoing conditions (a), (b) and (c) are not met" refers to a situation where there is a Change in the regulatory framework and at least one of the conditions (a), (b), and (c) is not met.

  • Revised FAQ-7:
    What is the minimum size of a Project?

    There is no minimum size. There will be two (2) segments based on the size of the Projects. The first and smaller segment will include Projects less than or equal to 50 kW. The second and larger segment will include Projects greater than 50 kW but less than or equal to 2,000 kW. The Board has established an aspirational goal that approximately 25% of the Projects be from the smaller segment for ACE and JCP&L, and 50% for RECO.
